Jennifer Devine - Highlights

• Attorney - As an attorney practicing Immigration and family law, Jennifer knows how to research complex issues and ask the tough questions. She will carefully review the facts, understand the legal implications, and make informed decisions on behalf of the community.

• Military Experience - Jennifer served as a U.S. Army Lieutenant during the Gulf War in Saudi Arabia. Her combat service instilled discipline, courage, and a deep belief in service over self — principles that guide her commitment to our community.

• Federal Government Experience -  As an Asylum Officer with a Top Secret clearance, Jennifer handled sensitive cases involving individuals seeking protection in the United States. Her role required careful research, sound judgment, and the ability to apply the law to the facts — without bias or politics.

• State Government Experience - Appointed by the Court, Jennifer advocated for parents who could not represent themselves in proceedings before the Department of Children and Family Services:  She meets people where they are in life.

• Local Government Experience - Served as Board Secretary and Member Services Coordinator for Texas Political Subdivisions, a self-insurance fund supporting cities and school districts. She understands board governance, procedural rules, and the accountability required in public service.

• Corporate Leadership - Jennifer served as Human Resources Manager at Nokia Mobile Phones and was the first internal employee promoted to help launch a new distribution center in Ft. Worth, TX, working alongside eight Finnish expatriate managers. This experience strengthened her organizational leadership skills and her ability to build cohesive, high-performing teams across cultures.

• Financial Leadership - Jennifer earned her MBA from the University of Dallas while working full time at Nokia. She understands how to manage budgets, demand accountability, and ensure transparency — principles she believes are essential to responsible leadership.

• Teacher (Substitute)  - While raising her three children, Jennifer stepped into classrooms as a substitute teacher, learning adaptability, leadership under pressure, and how community decisions directly affect students and families.

• Mom- Early in her career, Jennifer focused on raising her children. Because of corporate moves, her oldest daughter attended school in five very different communities — from Florida to Texas to Brazil to California.  Living in diverse cities across the country and abroad gave Jennifer a broad perspective on what makes communities work — and what doesn’t. That experience shapes her commitment to thoughtful planning, strong schools, and protecting quality of life.

• Community Volunteer - Service has always been part of Jennifer’s life. In every community where she has lived, she has stepped forward to give back.  Her volunteer work has included Scouting, the YWCA, PTA boards, HOA boards, Altrusa International, and many other organizations. She believes strong communities are built by neighbors who are willing to serve.

• New Smyrna Beach Service - Since moving here, Jennifer has become involved in service to the Museum of History, SYCL, and Cudas Unhooked. Recently, Jennifer has also joined several service organizations such as Kiwanis, Rotary Club, SEV Chamber of Commerce, and VFW Post 4250 and also regularly volunteers for Habitat for Humanity.
